Yes. Unless the country in question happens to be a non-NATO ally in the War on Terror.

Of course, it is not very comfortable. But it will not happen, because America simply lacks the guts to do anything worthwhile in Pakistan.

US can not do anything worthwhile in Pak. They have not done it in past and I dont think they will do it in future.
